Safety is not managed only from an office. It is managed where people work, where hazards appear and where decisions are made. The Occupational Health & Safety Person in Charge (OHS PIC) certification is intended for supervisors and responsible personnel who oversee work activities and help ensure that work under their control is conducted safely.

Dubai Municipality Requirement: Dubai Municipality requires industries operating in the Emirate to appoint at least one Certified OHS PIC for each work shift and each work location.

WHAT DOES AN OHS PIC DO?

A PIC connects management expectations with day-to-day workplace activity. Under the Dubai Municipality scheme, responsibilities include:

PIC OR OHS PRACTITIONER?

They Work Together - But They Are Not the Same Role.

OHS PIC

Operational / Supervisory Role

Typically a supervisor, manager or responsible person with authority over employees or work being performed.

OHS Practitioner

Professional OHS Role

A qualified occupational health and safety professional providing competent technical OHS advice to the organization.

  • Organizational OHS performance

Important Distinction:

An OHS PIC is not an OHS Practitioner and does not replace an OHS Practitioner where a competent health and safety professional is required. That distinction is expressly stated by Dubai Municipality.

WHO CAN BECOME AN OHS PIC?

Eligibility depends partly on the candidate's sector.

Minimum educational qualification: Diploma in Civil, Mechanical or Electrical Engineering.

Diploma in Engineering or a relevant service profession, or Bachelor's Degree in any discipline.

FACTORIES

Diploma in Engineering or a relevant profession, or Bachelor's Degree in any discipline.

MINIMUM EXPERIENCE REQUIRED: 5 YEARS

The scheme indicates total work and supervisory experience of at least 5 years: 3 years relevant industry experience + 2 years supervisory experience in the relevant or similar activity.

Dubai Municipality's current PIC scheme specifies that certification bodies are not permitted to provide training directly, preserving impartiality.

Eligibility is checked against the applicable PIC scheme requirements.

Candidate completes the applicable scheme training through an appropriate provider.

Common Questions About OHS & PIC Certification

Is OHS Practitioner the same as PIC? +
No. They are separate roles under separate Dubai Municipality certification schemes. The OHS Practitioner is the professional OHS resource, while the PIC normally has direct supervisory responsibility for workplace activities. Dubai Municipality specifically states that a PIC does not replace an OHS Practitioner where an OHS professional is required.
