Safety is not managed only from an office. It is managed where people work, where hazards appear and where decisions are made. The Occupational Health & Safety Person in Charge (OHS PIC) certification is intended for supervisors and responsible personnel who oversee work activities and help ensure that work under their control is conducted safely.
A PIC connects management expectations with day-to-day workplace activity. Under the Dubai Municipality scheme, responsibilities include:
Remain available throughout the work activity being supervised.
Support implementation of safety procedures and appropriate risk-control measures.
Ensure employees understand workplace hazards and receive appropriate safety information before beginning work.
Observe workplace activities and support compliance with applicable UAE and Dubai OHS requirements.
Carry out pre-operational workplace inspections.
Conduct and document toolbox talks and workplace safety activities.
They Work Together - But They Are Not the Same Role.
Typically a supervisor, manager or responsible person with authority over employees or work being performed.
A qualified occupational health and safety professional providing competent technical OHS advice to the organization.
An OHS PIC is not an OHS Practitioner and does not replace an OHS Practitioner where a competent health and safety professional is required. That distinction is expressly stated by Dubai Municipality.
Eligibility depends partly on the candidate's sector.
Minimum educational qualification: Diploma in Civil, Mechanical or Electrical Engineering.
Diploma in Engineering or a relevant service profession, or Bachelor's Degree in any discipline.

Dubai Municipality's current PIC scheme specifies that certification bodies are not permitted to provide training directly, preserving impartiality.

Eligibility is checked against the applicable PIC scheme requirements.
Candidate completes the applicable scheme training through an appropriate provider.
Candidate completes the required knowledge and practical assessment.
Independent review of assessment results and certification fulfillment.
Successful candidates receive their OHS Person in Charge certification.

Certification Must Be Trusted. A certificate only has value when the decision behind it is objective.
Certification decisions must remain free from inappropriate commercial or personal influence.
Certification activities are performed by personnel with defined responsibilities and competence.

Assessment integrity is protected throughout examination development and evaluation.
Candidates are assessed consistently against defined certification requirements.
Candidates have access to documented mechanisms for raising complaints and appealing decisions.
